I would say the kid certify's at 160.

As a former coach, we were always told to make sure that if this is the first meet our kid is going to wrestle in after christmas, then they have to certify (so before official weigh in's, as a coach you should check and make sure he is under, don't ASSUME anything). Even though the kid didn't wrestle (because his coach held him out), he went through official weigh in's, his weight was written down on the certification sheet, and since he didn't make 152, he therefore is now certified at 160.
